Performance-based financing changes how money moves through a health system. Whether it works is an empirical question, and answering it honestly requires independence.

We conducted an independent evaluation of the programme in Ethiopia, assessing implementation effectiveness, operational performance, the financing mechanisms themselves, and programme outcomes. The findings were framed to inform future policy and design decisions rather than to defend the model.
