About
InList is an advisory and innovation platform working at the intersection of government, enterprise, and development finance. We help institutions design better systems, help ideas become investable ventures, and help strategy become delivered, evidenced results.
Who we are
Africa's most persistent development challenges rarely sit inside a single sector or a single institution. They sit in the gaps between good policy and weak implementation; between promising ideas and inaccessible capital; between public priorities and private incentives; between data collected and decisions made.
InList exists to work in those gaps. We combine strategy and policy expertise with market-shaping, digital, and delivery capability, so that government reforms are implementable, private ventures are investable, and development investment produces institutions and markets that outlast any single program.
We are not a firm that stops at the report. We work across the full arc from diagnosis to design to delivery to evidence, as an embedded partner to ministries, enterprises, financiers, and development institutions who need more than analysis: they need a partner who can help build the system.

Our method
We work across the whole arc. Most engagements enter at one stage and carry through to the next.

We start with the problem as it actually behaves. Diagnostics, economic and policy analysis, market assessment, and stakeholder mapping establish what constrains the system and where change is possible.

We turn findings into design: strategy, policy options, institutional structures, financing instruments, and business models. Each option is tested against what the institution can realistically carry.

Designs need owners. We build the delivery units, governance arrangements, data systems, partnerships, and ventures that make a strategy operational rather than aspirational.

We embed with client teams through implementation: project management, coordination, technical assistance, and problem-solving as conditions change on the ground.

We measure what happened and why. Monitoring, evaluation, analytics, and cost-effectiveness evidence close the loop, so the next round of investment is better informed than the last.

Most firms speak one of those three languages. We work in all three, which is what allows a single engagement to hold a ministry's constraints, an investor's return requirements, and a financier's risk appetite in view at the same time.

We can carry a single engagement from policy design through market structuring to delivery on the ground, rather than handing off between disconnected advisors. Nothing is lost in the translation between the people who designed it and the people who have to run it.

The people who scope the work are the people who do it. Engagements are led directly by senior practitioners with cross-country experience, and they stay on the engagement through delivery.

We are resident in the region and know how its institutions actually make decisions. That sits alongside international standards of analysis and documentation, so the work holds up in front of a board, a donor, or an investment committee.

We favour recommendations an institution can act on, and we measure what happens next. Analysis that cannot be implemented is not finished work, and a report that sits on a shelf is not a result.

Leadership
Both offices, Addis Ababa and Kigali, are led by the partners who do the work.
Managing Director
Temesgen leads InList's strategy and institutional transformation work. He advises ministries, development institutions, and enterprises on strategy, organisational design, and the delivery capability needed to execute it.
His work spans health, agriculture, and industrial development, across public sector reform, private enterprise growth, and development finance. That range is deliberate: it is what allows a single engagement to hold policy, capital, and delivery in view at the same time.
Managing Partner
Yohannes leads InList's market shaping, financing, and evidence practice. He works on blended and innovative finance, public–private partnership design, and the economic analysis that underpins national policy decisions.
He has led engagements for governments, global health initiatives, and private enterprises across Ethiopia and the wider region, and works from both the Addis Ababa and Kigali offices.
