Ethiopia’s Health Extension Programme is the backbone of primary health care delivery. Its roadmap needed a financing picture honest enough to plan against.
We assessed the financing landscape behind the roadmap: which sources were funding the programme, what investment would be required over the roadmap period, and where sustainability risk was concentrated. We then set out financing strategies to underpin long-term implementation.
